John O'Callaghan

President & CEO

John O’Callaghan serves as the President and CEO of Atlanta Neighborhood Development Partnership (ANDP) where he leads the organization’s programs to develop, finance, and advocate for affordable housing at scale that promotes racial equity and healthy communities where families thrive.

Established in 1991, ANDP was created to address the diminishing supply of affordable housing in the Metropolitan Atlanta region as well as to help reclaim declining neighborhoods in its core. 

ANDP has prioritized addressing the 30 percent homeownership gap between Black and While households, which is a root cause of the wealth gap in America. ANDP has effectively utilized governmental, nonprofit, and for-profit partnerships to scale its impact.  In the last five years, the organization has more than doubled its output in single-family homeownership, rental and multifamily development. ANDP is one of the nation’s largest nonprofit developers of affordable homes.

ANDP’s CDFI lending arm has developed an innovative partnership with Philadelphia-based The Reinvestment Fund (TRF) to better deploy community development-focused capital.  In addition, ANDP helped to spearhead Piece by Piece, a regional foreclosure response initiative comprised of more than 150 public and private partners.  Piece by Piece was recognized by the National Housing Conference with a 2015 Housing Visionary Award. 

John spent nearly a decade in local government, serving as a Fulton County Commissioner, Atlanta City Councilmember, and Director of Intergovernmental Affairs under Atlanta Mayor Maynard Jackson. Prior to joining ANDP, John spent 11 years as a Regional Public Affairs Director at Fannie Mae where he helped create and lead Fannie Mae’s housing and community development outreach network for an 11-state region. His early career was spent in fundraising positions with the American Red Cross and United Way of Metropolitan Atlanta. 

John’s board appointments include Truist Bank, Regions Bank, IBERIABANK, Housing Partnership Network, National Housing Conference, Framework, and Atlanta Metropolitan College Foundation.  He is actively engaged in national and local policy work to address racial equity and the wealth gap through better utilization of government funding to support affordable homeownership.

 

John is currently leading ANDP’s “Closing the Gap” unit plan and capital campaign to create and preserve 2,000 units of affordable housing by 2025 to reduce the homeownership gap, affordability gap and ultimately the wealth gap between Black and white households.

John is a native of Atlanta and a graduate of Georgia Tech.  He and his wife Jennifer have four children.

Agnes Casimir
Chief Financial Officer

Agnes has been with ANDP since April, 2001. She earned her Bachelor of Arts degree from the University of the Virgin Islands, in St. Thomas, US Virgin Islands.  She is also a Certified Public Accountant and a member of the American Institute of Certified Public Accountants.

In her role as Chief Financial Officer, Agnes oversees the Accounting Department of ANDP. Agnes brings to ANDP 30 years of accounting experience from both the for-profit and non-profit sector. Prior to joining ANDP, she held various accounting positions while employed with American Express, The Arthritis Foundation and London International.  She is a former board member for The Center for Working Families, and a current member of the Finance Council for St. John the Evangelist Catholic Church.

Ashani Collins O'Mard
Senior Vice President, 
Strategic Housing Investments

A 20-year veteran in community development, Ashani O’Mard combines her passions and talents for connecting people to pathways of prosperity and addressing Atlanta’s housing affordability crisis. Ms. O’Mard currently serves as Senior Vice President of Strategic Housing Investments for the Atlanta Neighborhood Development Partnership, Inc. In this capacity, Ms. O’Mard focuses on growing strategic partnerships needed to enhance ANDP’s ability to buy, hold, acquire, and develop land to achieve its mission and sustainability.  She previously served as ANDP’s Senior Director of Capital Development for 7 years, with oversight of charitable contributions and capital investments. Prior to rejoining ANDP, Ms. O’Mard served as the Founding Executive Director of the Atlanta Affordable Housing Fund for two years, leading the charge in raising $15MM for a closed-end social impact fund and identifying opportunities to invest flexible, low-cost capital into transformative affordable housing solutions for metro Atlantans.

 

Prior to moving to Atlanta, Ms. O’Mard gained extensive experience in affordable housing development while working as a Project Manager for private developers in Cincinnati and Boston.  Through these experiences, she gained an appreciation for the complexities of structuring low-income housing tax credit developments. She developed skills in securing debt and equity financing for deals and engaging community residents and public officials alike through the public approvals process. She brings a unique blend of experiences across affordable housing development, fundraising, and loan fund management to the social impact ecosystem.

 

Ms. O’Mard currently serves on the Board of Directors of Next Generation Men and Women, the Georgia Social Impact Collaborative, and the Cowart Family YMCA.  She is also a member of Emory University’s Board of Visitors and the Grady Hospital Ambassador Force.  Ms. O’Mard is a graduate of Wellesley College and Harvard Kennedy School.  She and her husband have lived in Atlanta for 12 years and have two loving, opinionated teenaged children.
